Portsmouth Metropolitan Housing Authority is a subdivision of the State of Ohio, administered nationally by the U.S. Department of Housing  and Urban Development. Public housing authorities, in Ohio, are governed by a five-member board of unpaid Commissioners, each appointed to a five-year staggered term by a local public official. The chief executive officer of the  City of Portsmouth appoints two members; the judges of the Scioto county Common Pleas Court appoint one member, the Scioto County Commissioners appoint one member; and the judge of the Juvenille Court of Scioto County appoints one member.

Special meetings are held in instances when there are emergency measures to consider or when time is of the essence in taking certain actions for the benefit of the housing authority.

The duties of the  board members are to adopt policies, establish a table of  organization, approve budgets and hire an executive director to administer the day-to-day business of the housing authority. The most important responsibility of a commissioner is to be a public advocate of PMHA in its mission to provide decent, safe, sanitary and affordable housing to low income individuals and families who need it.

The board of Portsmouth Metropolitan Housing Authority holds regular meetings on the third Wednesday of each month, at noon, in the conference room of the administrative office, 410 Court Street, Portsmouth, Ohio. It is an open meeting and the public is invited to attend.
